Summary This position is located in Camp Nelson National Monument, in the Administrative Division. Open to the first 100 applicants or until 11/05/2024 whichever comes first. Responsibilities Applies appropriate standards and procedures in the areas of 1) impress funds or charge cards; 2) payment of invoices and collection of funds owed; 3) internal controls and auditing of waste, fraud, and abuse, and 4) travel. Serves as the primary timekeeper for the unit. Reviews time and attendance reports for employees and assures reports are correctly entered into QuickTime. Serves as the primary administrative point of contact for the unit. Serves as advisor to the unit on procedures for the procurement of goods and services, and within delegated authority purchases supplies, equipment, and services for the unit utilizing a purchase card. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver\'s license is required. You will be required to submit a Motor Vehicle Operator\'s License and Driving Record. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-11/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. This experience includes activities such as: budget and finance functions; prepares program documents and records expenditures; performs administrative functions related to payroll, personnel, travel, organizing and analyzing information; typing correspondence, memos, reports, and forms from rough drafts, and notes, answering telephone calls, filing, handling incoming and outgoing mail, meeting and dealing effectively with team members. Provide monthly statements of commitments, obligations and status of funds. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. Summary About the Position: Responsible for the management of the Civil Works Programs and Project Controls section consisting of schedulers and program analysts. Responsible for schedule oversight and budget preparation, defense, and execution monitoring of the District\'s Civil Works mission. The work includes performing and directing the activities of professionals to perform execution oversight of the delivery of projects within multiple business areas. Responsibilities Provide centralized project management support services to assess adequate controls on focus areas such as planning, scheduling, project accounting, and change management. Evaluate District projects to ensure they are conducted within the capacity of the organization. Develop regular and specialized project reports and maintain complex data analytics for management, resource providers and/or project delivery teams. Identify systemic budgeting and scheduling problems to recommend policy or procedural revisions that will improve schedule and budget accomplishment. Direct the development, preparation, and submission of Civil Works programs and program data for budgetary proposals and changes.
