  • Directs the coordination of district-wide project planning and oversees project development and design, preparation of construction plans and production of right-of-way maps. Oversees district advanced transportation planning, consultant contract administration, public transportation, Gulf Intracoastal Waterway, aviation, advanced project development, transportation management systems, design and/or right-of-way programs. Reports to the District Engineer or Deputy District Engineer. Manages professional, technical and administrative employees. Work requires contact with governmental officials and the public. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Assists the District Engineer or Deputy District Engineer in formulating and administering policies and procedures.Coordinates district right-of-way acquisition, negotiations, relocations, utility adjustments, appraisals, beautification, legal, accounting and recordkeeping.Coordinates the preparation of the district Annual Letting Plan, the summary reports of contract letting schedules and the planning status for all district projects.Directs the implementation of an action plan for all project planning in the district and participates in the preparationof the Unified Transportation Plan and development of the Transportation Improvement Program.May oversee district operations in the absence of the District Engineer Oversees advance planning programs and all design and plan preparation for the district.Oversees data collection, analyses, forecasts and plan development.Oversees the preparation and submission of Plans, Specifications and Estimates and ensures final release for contracting of projects.Plans, conducts and directs the preparation of final reports including environmental studies for public meetings and hearings for all projects in the district.Prepares and secures execution of agreements and related correspondence necessary to provide for a contract letting for all project planning.Represents the district at state and local levels and advises local officials and the public concerning proposed project development.Performs other job responsibilities as assigned.

  • Administers all construction contracts pertaining to highways, bridges and highway-related structures from the time of letting through final payment to contractors for metropolitan districts. Serves as consultant to other district staff. Acts as liaison with the Federal Highway Administration (FHWA) and ensures compliance with federal requirements. Reports to the District Engineer. Supervises or manages professional, technical and/or administrative employees. Work requires contact with governmental officials and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Acts as consultant to other staff engineers regarding construction operations as they relate to administration, programming, planning, design, right of way and maintenance in order to coordinate district operations.Acts as liaison with the FHWA and is responsible for interim and final project reviews for FHWA-funded projectsDevelops and monitors construction budget requirementsResponsible for resolution of contractor claims and construction disputes on current projects.Responsible for the pavement management program including development of short-and long-term goals for pavements and direction of planning activities and resources required to meet these goals.Monitors the material testing requirements for compliance with specifications and oversees district laboratory operations.Oversees construction contracts partnering effortsOversees construction traffic control coordination for the district; periodically reviews traffic control devices on projects with Area Engineers.Oversees contracts, issuance of work orders, construction schedules and job progress on construction projects, coordinates with Area Engineers and reviews area office contact submissions.Oversees design, development, operation and maintenance of pavement data collection equipmentOversees record management and storageRepresents the district at various meetings and serves on various committees, workgroups and teams.Reviews construction Plans, Specifications and Estimates, change orders, supplemental agreements, memorandum agreements and extra work orders, reviews monthly and final estimates prior to submittal.Performs other job responsibilities as assigned.
