  • Summary The Senior Human Resources Strategic Business Partner (SSBP), with delegated authority, collaborates with facility executives and VISN leadership to execute and align human capital goals and priorities. This position is located at the Lebanon VA Medical Center and is required to report on site. Responsibilities VA offers a comprehensive total rewards package: HR Specialist Total Rewards The SSBP collaborates with facility executives and VISN leadership to execute and align human capital goals and priorities. Acts as change agent to business through process redesign and approaches that support change and transformation. Analyzes trends and metrics to develop solutions. Provides day-to-day consultation to leadership on a variety of actions to include policy interpretation and application, talent management and development, and organizational design consultation. Actively participates in annual budget planning/labor forecasting process with business partners. Conducts ongoing supply and demand analysis for business partners on current and future state staffing and skill needs and designs talent acquisition strategies to meet those needs. Duties include, but not limited to the following: Serving as a key member in various VISN committees and activities working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals. Supporting leadership and organizational goals, which includes, but is not limited to: Resource Management Committee; Succession Planning; Emergency Management; Diversity and Inclusion; Activations Planning; Quality Management; Joint Commission Planning; Workforce Planning and any others as applicable. Advising leadership and providing responses to proposed legislation, policies and standards of higher authority regarding human resources issues. Advising, communicating and supporting the execution of Human Capital Management programs, products and services into the organization. Interpreting the national human capital workforce plan and leading the development and implementation of the healthcare system workforce plan. Coordinating and collaborating with executives and managers to develop implementation strategies to accomplish goals identified in talent and workforce management plans. Partnering in the development of succession planning options to address projected recruitment/retention challenges and maintain organizational knowledge. Establishing trust and credibility with leaders and acting as a valuable sounding board on organizational and talent issues. Reviewing and consulting with the CCOE on valid wage evaluations, ensuring the integrity of comparable data from reliable sources are utilized as evidentiary support of establishment/update/continuance of compensation considerations. Providing expert management consultative service involving HR functions on highly complex VISN-wide or equivalent issues. Presenting, explaining and defending controversial policies to persuade organizational leaders with widely differing goals and interests to follow a recommended course of action consistent with established policies, objectives and regulations. Performs other duties as required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifying specialized experience includes: Conducts strategic planning at various levels within the organization; Developing success planning actions aligned with strategic goals; Review of workforce planning; Analyzing and implementing changes in directives, laws, and other regulations (TRANSCRIPTS REQUIRED). OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Demonstrating expertise in Human Capital management; Conducting extensive strategic planning at all levels of the organization; Developing success planning actions aligned with strategic goals; advising Executive Leadership teams at medical centers on high level workforce matters; analyzing and implementing changes in directives, laws, and other regulations. To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.
