Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Ammunition Inspector (Title 32) (Permanent), Position Description Number D2280000 and is part of the VA G4, National Guard. Responsibilities As an Ammunition Inspector (Title 32), WG-6501-08, you will perform the below duties: Performs Ammunition Inspections pertaining to the receipt, classification, storage, issue and shipment of ammunition items. May receive shipments of all types of ammunition and verify DA form 1348 against Depot surveillance Records for correct NSN and Condition Code. Ensures commercial carrier delivering ammunition has been inspected in accordance with regulations and standing operating procedures. Verifies quantity of containers for accuracy of nomenclature, stock and lot numbers against shipping documents and signs for shipments. Receives turn-ins from using organizations, counts each item received and inspects for serviceability. Classifies material to assure compatibility of explosive items. Studies new material to determine how it functions, how it is constructed and compatibility for storage purposes according to technical manuals. Assures that off post shipments of ammunition by commercial carriers are in accordance with ammunition policies and procedures and in compliance with Interstate Commerce Commission (ICC) and DoD regulations. Assures that ammunition is managed by class in accordance with established regulations. Conducts inspection of ammunition being turned-in to determine suitability for further training needs. Takes appropriate steps in this disposition of CCH material. Ammunition Condition Reports (ACRs) are prepared and sent to item manager for disposition of restricted and/or suspended items. If disposition is determined to be locally demilitarized; contact designated EOD team and assist with demilitarization mission. Prepares items for shipment to other depots and/or installations. Using the correct DOT regulations and packing requirements, makes sure all shipments meet DOT requirements. Items to be shipped are palletized and banded according to the hazard class division. Takes each pallet and establishes the correct weight and cube. Uses appropriate technical manuals, determines the proper name and UN number. Using this information, the appropriate 1348\'s are filled out and sent to Transportation Officer.Studies new material to determine how it functions, how it is constructed and compatibility for storage purposes according to technical manuals.Conducts observations and inspections of ammunition: In storage, inspects ammunition for corrosion from moisture and deterioration. Inspects for dents, loose detonators/fuses, discoloration and softness of dynamite and stains from nitroglycerin. Marks defective ammunition as prohibited for issue. Inspects ammunition of using organizations to determine its condition. Ensure that safety and storage requirements are properly observed. Responds to units which have misfires and/or malfunctions with ammo items. Conducts inspection of ammunition being turned-in to determine suitability for further training needs. Maintains a list of suspended ammunition and prepares listing for reporting excess to proper authorities for disposition. Assures suspended ammunition is withdrawn and no lots issued. Prepares condition reports on all bad ammunition, suspended lots, etc. Directs packaging, stenciling proper loading and blockage of excess ammunition. Demilitarization Inspections. Monitors ammunition and explosive related operations at firing sites and demilitarization areas for adherence to regulations and procedures concerning explosives, compatibility, quantity distance, explosive and personnel limits, transportation and utilization of protective equipment. Inspects ammunition and components using appropriate Ammunition Surveillance Procedures. Transportation Related Inspections. Inspects empty military vans and trucks to insure that carriers meet standards for transporting ammunition, explosives, and other hazardous materials. Performs inspections of incoming and outgoing vehicles for blocking and bracing, compatibility and compliance with applicable storage and out loading drawings security requirements, as well as compliance with applicable DOT regulations. Assists QASAS or designated representative in monitoring procedures for loading and unloading of ammunition onto or from military aircraft. Accompanies local ammunition shipments and receipt, when required to ensure safe and secure movement of material across public roads. Inspects storage facilities for proper storage, packaging, warehousing, structural defects, cleanliness, ammunition compatibility and compliance with Quantity-Distance requirements or applicable explosive safety waivers. Inspects lightning protection systems for proper grounding. Inspects ammunition items in storage for container condition, presence of fumes, external deterioration and marking, reporting any discrepancies or unsafe conditions to supervising QASAS or designated representative. Spot checks accountability and stock accounting procedures. Performs other duties as assigned. Requirements Conditions of Employment Qualifications NOTE: Qualifications are based on breadth/level of experience. Military Grades: Enlisted Personnel (E1/PVT - E6/SSG) GENERAL EXPERIENCE: Applicant must have the experience with the handling, storage, examining, transporting, and identification of ammunition and explosives to detect defects, serviceability, deterioration, and compliance with all ammunition and explosives regulations, acceptable standards, specifications, or contractual requirements, as well as policy and procedures. SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, equivalent to at least the WG-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the WG grade indicated. This experience must include activities such as: Experience or training handling and destroying explosives and toxic materials. Experience following safety procedures in the handling of ammunition, explosives and toxic materials. Experience using radial monitoring instruments, photographs, chemical analyses and x-ray equipment. Experience performing ammunition inspections pertaining to the receipt, classification, storage, issue and shipment of ammunition items.
