Summary This position is located within the U. S. Patent and Trademark Office, Office of Data Management (ODM).ODM manages the processing and data capture of allowed patent applications, assembles and mails patent grants, and prepares Certificates of Correction. ODM is also responsible for the production of weekly text searchable and image databases of issued patents and Pre-Grant Application Publications. Responsibilities The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. Major Duties for this position include: Serves as Supervisor of the Business Data Analysis Branch, exercising full delegated responsibility for accomplishment of the Branch\'s mission. Plans, directs, manages, and supervises the functions and daily operations of the Branch. Develops goals and objectives for the Branch and ensures alignment with OAPP, ODM, and DID goals and objectives. Decides which goals and objectives should be emphasized; and plans for long-range staffing needs, to include consideration of whether to contract out work. Decides on the appropriate methodologies to use in achieving work goals and objectives. Assigns work to subordinates based on priorities and consideration of other factors, and balances workload to ensure equitable work distribution among subordinates. Resolves technical and administrative problems presented by subordinates. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Experience conducting detailed analytical studies and evaluations of management and program operations to assess the efficiency and effectiveness of administrative and production processes within an organization. Experience in developing recommendations for process and performance improvements, utilizing knowledge of management principles, theories, and quality assurance standards to enhance organizational productivity and ensure data integrity. Experience in Supervising and managing program operations and staff activities by planning, assigning, and reviewing the work of subordinates, ensuring alignment with organizational goals and objectives, and balancing workload distribution to maintain efficient operations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education cannot not be substituted for specialized experience at this grade level.
