  • Summary The Natural Resources Manager serves as a senior principal advisor in the management of natural resources and is responsible for program development and implementation. The program may include, but is not limited to, vegetation, wildlife, sensitive species, exotic and pest species, fisheries, air and water quality, soils, geology, hydrology, paleontology, other physical sciences, NEPA Compliance, and range management. Responsibilities Directs an intricate program of natural resource management activities that involve sensitive and complex issues that may impact a wide variety of park issues. Prepares and coordinates the efforts of others in the preparation of the natural resources section of the resources management plan and specific actions plans. Represents the superintendent when working with others on resource stewardship issues. Utilizes appropriate Geographic Information System (GIS) technology and reviews data. Oversees the required Natural resource documents for park projects in compliance with the National Environmental Policy Act. Evaluates EAs and environmental impact statements prepared by others for park and partner projects. Coordinates the park resource management programs with those on adjacent lands for the purposes of achieving broad protection strategies and preventing human impacts. Provides for public involvement, including Native American and traditional associated groups, in sensitive or potentially controversial resource issues and assures that park programs are well coordinated within both a local and regional context. Develops and maintains peer relationships with researchers, subject matter experts and resource managers of other agencies, cooperating universities, traditionally associated groups, and other such entities to encourage and facilitate cooperative regional resource management strategies. Identifies research needs, prepares requests for proposals or statements of work, and provides oversight for research projects. Requirements Conditions of Employment U.S. Citizenship required. Qualifications All qualifications must be met by the closing date of this announcement-10/24/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: MINIMUM BASIC QUALIFICATION REQUIREMENT: This position is interdisciplinary and requires meeting one of the series specific basic qualification requirements as follows: Biologist (0401). Successfully completed a full 4-year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position or I have a combination of education and experience: Courses equivalent to a major in a related field, plus appropriate experience or additional education. Physical Scientist (1301). Successfully completed a full 4-year degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics or I have a combination of education and experience: Courses equivalent to a major in a related field, plus appropriate experience or additional education. - AND- EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Demonstrated professional experience in one of the specified disciplines managing large and complex Natural Resources projects; Directing an intricate program of Natural Resource Management activities that involve sensitive and complex issues that may impact a wide variety of park/equivalent issues; Applying the concepts, principles and practices of Natural Resource Science and Management used in the research, planning. investigation, analysis and reporting of conditions assessments of key natural resource inventories; Applying the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance; Applying knowledge of various types of contracts, techniques, or requirements for contracting or procurement, and contract negotiation and administration; and Understanding and utilizing the value of collected information and the methods of sharing that information throughout an organization. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level of this announcement.
