From homicide investigations to illegal narcotics, criminal records, cybercrime, human trafficking, missing persons, or through training and certifying public safety officers, DCI serves as the hub in providing critical law enforcement support. Our diverse customer base includes protecting our vulnerable population, managing the sexual and violent offender registry, serving as the hub of communication for criminal justice information networks and the storage of criminal records, conducting arson investigations, as well as providing intelligence analysis support for local law enforcement. Many of our positions within DCI go without public recognition but remain the lifeline of support for public safety. With a doctrine of service, honor, and justice, this statewide organization provides the best in critical, accurate, and timely service to protect our citizens. Job Overview: The Division of Criminal Investigation (DCI) contains four bureaus which provide direct statewide services to local agencies and the general public. The four bureaus are: Investigations Bureau, Narcotics Bureau, Crime Information Bureau, and Special Services Bureau, The services provided include a variety of criminal investigative services, fire inspection and investigation services, and training and educational programs for law and fire enforcement entities and promotes public awareness.TheInvestigations Bureau Chiefis one of four bureau chiefs within the DCI responsible for development and administration of Major Case, Medicaid Fraud, Office of Consumer Protection, Social Security Fraud and State Fire Marshall sections, operations, and activities. This covers professional criminal investigations into allegations of felony violations of the Montana Criminal Codes. These investigations include, but are not limited to, homicides and other violent crimes, organized crime activity, white-collar crimes, sex crimes, corruption, official misconduct, theft, complex financial crime, and internal agency investigations. The Bureau provides investigative services to 56 county sheriff departments, over 60 city police departments and numerous other state and federal agencies. The Bureau also provides instruction services to other law enforcement agencies and the general public and supports a statewide criminal intelligence system.This position is also responsible for the direct and indirect management and supervision of 45 FTE (professional and technical staff) within the Bureau. Minimum Qualifications: Bachelor’s degree – acceptable fields of study include public administration, political science, criminal science, criminal justice, or a closely related field and; Five (5) years of law enforcement experience with a minimum of two (2) years as a fulltime investigator, handling a variety of felony investigations and; Montanan Public Safety Officer Standards and Training (POST) certification or equivalent. Other combinations of education and experience will be considered on a case by case basis. Knowledge, Skills and Abilities: The position requires extensive knowledge of policy development and public administration; Montana and federal laws, rules and regulations; Department of Justice organizational structure and operation; organization and operation of criminal justice agencies in Montana; research and investigative techniques; policy development; and long-range program planning. Also required is knowledge of the principles and practices of personnel supervision; state and federal employment law; management concepts and theories. The work requires skill in program planning and administration, speaking persuasively, analyzing unique business process needs, policy development, interpretation of state and federal law, and in directing, organizing, and coordinating multiple staff and projects as well as the ability to direct and motivate professional staff toward common goals and objectives.
