The City of Billings is seeking a Fiscal Services Manager to perform a variety of highly complex professional management tasks specifically related to the planning, coordinating, and analysis of fiscal activities with the Public Works Department; provides financial reporting and budget analysis to all Public Works\' divisions; plans, organizes, and controls the preparation and submittal of the multi-funded Public Works budget. Oversees internal accounting functions, manages debt, provides long range forecasts, and coordinates rate and fee studies; provides financial and budgetary projections and oversees fiscal services staff. Essential Duties and Responsibilities: - Responsible for overall management of all accounting functions of the Department. - Prepare audit work papers, evaluate audit inquiries, and work closely with City and State auditors. - Manage all fixed asset reports, schedules, and records. - Ensure compliance to all Federal, State, and City laws, regulations, standards, and policies. - Recommend and implement internal controls. - Participate in the development and implementation of financial goals, objectives, policies, procedures and work standards. - Develop and participate in a wide variety of financial studies. - Responsible for the overall management of Public Works assessments. - Work with the Department of Revenue to coordinate information and resolve issues. - Oversee all cost and project accounting functions and databases. - Direct the preparation and analysis of a variety of fiscal reports, statements, cost analysis, financial forecasts, internal cost allocations, cash flow analysis, spreadsheets, and schedules. - Oversee the administration of all funds of the Department. - Prepare short term and long range forecasts of cash flows, revenues, and expenditure requirements. - Monitor funds for adherence to loan/debt agreements. - Recommend and administer financial policies and procedures. - Prepare budgetary and expense data for grant applications and to meet grant reporting requirements. - Provide financial data to support Public Work\'s asset management goals. - Administer and participate in the development and administration of department budget. - Oversee the fiscal administration of all budgets within the Public Works Department. - Recommend appropriate budget levels. - Oversee and manage the monitoring of budget levels. - Approve expenses. - Perform analysis of the budget. - Forecast funds needed for staffing, equipment, supplies, and capital. - Continuously monitor funds, cash flow, budget, and expenditures of entire Public Works budget. - Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training. - Work with employees to correct deficiencies. - Supervise, plan, organize, and direct the work activities of subordinate accounting and financial staff. - Plans, organizes, and oversees the work processes of the Fiscal Services staff. Required Qualifications and Skills: - Bachelor\'s degree in Accounting, Finance, Business Administration or related field. - Three (3) years of progressively responsible financial management and/or accounting experience; OR - Seven (7) years of working experience performing accounting and financial functions for an organization; AND - Must be proficient with Microsoft applications including Word, Excel, and PowerPoint. - Experience with advanced spreadsheet applications. - Must be able to pass a State and Federal criminal background check. Preferred Qualifications and Skills: - Experience with municipal government or governmental accounting knowledge. - CPA license. - Supervisory experience. Salary Range: $74,933.0400 - $95,648.1760 per year. Salary reflects Step 1 and Step 6 of a 7-step pay scale. The City of Billings is seeking a Water Treatment Plant Technician III to perform a variety of skilled and semi-skilled work involved in operation and maintenance of water treatment, pumping and storage systems and related equipment. Performs a variety of complex repairs and adjustments to equipment, machinery, structures, and grounds. Essential Duties and Responsibilities: - Understands and employs operational theory, protocols, practices and procedures needed to operate and control the wastewater treatment process. - Uses HMI software and SCADA systems to monitor and adjust processes and systems, and to diagnose and correct process problems or upsets. - Manually operates essential treatment facilities, pumping systems and processing components during emergencies or automation system failures. - Performs control testing and operator level quality control analyses required to monitor, control and adjust treatment processes. - Performs operations level calibrations on monitoring and test equipment. - Prepares operational logs and reports. - Calculates and performs dosing and mixing of chemicals based upon operational requirements and protocols. - Works with hazardous treatment processes or materials safely according to standard operating procedures. - Ensures operations are consistent and uninterrupted. - Performs preventative maintenance, diagnostics and repairs on pumps and hydraulic systems. - Repairs and maintains piping systems using advanced plumbing and pipefitting skills. - Troubleshoots, repairs and maintains pneumatic systems, mechanical drives, and power transmission equipment. - Performs skilled welding, metal working, fabricating and carpentry skills. - Understands and employs the automated maintenance management scheduling and tracking system. - Understands and employs safety protocols and requirements. - Operates and maintains light, medium and heavy equipment. - Observes potential problems and corrects them or reports them to the proper personnel. - Knowledgeable in emergency response protocols and procedures and performs them in response to emergencies. - Knowledgeable in security protocols and procedures and actively participates in keeping water system supplies, facilities and infrastructure secure. - Observes activity in and around the building and grounds and notifies proper personnel when required. Required Qualifications and Skills: - High school diploma or equivalent. - Possession of a Class 1B Water Treatment Operator Certificate issued by the State of Montana or must be obtained within one (1) year of employment. - City of Billings Maintenance Certification Program must be completed within four (4) years of employment. - Must be able to wear an air-purifying respirator for 80% of the assigned shift. - Must be able to successfully pass a pre-employment drug test, and a Federal and State criminal history background check. - Applicants must be currently authorized to work in the United States on a full-time basis. JOB SUMMARY The Detention Program Supervisor (Supervisor) at the Cascade County Juvenile Detention Center (Center) spends considerable time overseeing the detention units, youth programming, and assisting the Administrator and Compliance Supervisor in the operation of the 24 hour/7 day a week facility. The Supervisor must be able to accurately record data in youth records systems, and assist with the annual budget, scheduling of employees, and bi-monthly payroll. The Supervisor must have significant experience with CentralSquare and LiveScan systems to provide support for employees and as a liaison with the respective service providers. This position will have significant personal contact with placing agencies, law enforcement, court personnel, co-workers, associated professionals, juvenile offenders, families, visitors, medical professionals, attorneys, and other government agencies. Must be able to ensure the exchange of information with fellow employees and employees on different shifts. This position requires the employee to be able to work flexible hours that effectively assist with supervision of youth and employees on all shifts, to include some weekends and holidays based on the needs of the facility. This position also requires employee to be on call every third week. The Supervisor in collaboration with the Recreation Coordinator will develop an indoor and outdoor recreation program. Will promote the ongoing development and application of the Get Fit-Stay Fit recreation program to ensure a minimum of 1-hour of large muscle exercise a day and will encourage youth to self-monitor and set personal fitness goals. Will assist the Mental Health Liaison in supporting offender transition from detention to community or other placements and will coordinate and collaborate activities to ensure the mental as well as physical health of youth are met. Will be required to complete incident reports, youth progress notes, bookings, cell check audits, CentralSquare and LiveScan audits, and inventory control of Officer issued uniforms and equipment. Approximately 60% of the Supervisor\'s duties will involve direct contact with youth and 40% performing related tasks and administrative duties. Will participate in meetings, conferences and workshops as directed by the Administrator in addition to a minimum of 20 hours of annual training in areas such as best practices in juvenile corrections, mental health, leadership, and supervision. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES Develop in collaboration with the Recreation Coordinator a recreational schedule that provides a variety of competitive and non-competitive recreational opportunities that considers the needs and interests of youth, including those with disabilities of which participation by an individual may be modified as necessary depending on security concerns or the mental/physical condition of the youth; R sponsible for overseeing volunteer service program and their lines of authority, responsibility, and accountability. Coordinate programming, religious programs, and holiday/special occasion events. Curtails, postpones, or terminates the services of a volunteer or volunteer organization when there are substantial reasons for doing so; Assists the Compliance Supervisor with monthly travel and secure detention reports for billing purposes; Assists the Compliance Supervisor with the OPI food program (menus, data entry, shopping, food bid, etc.) Assists the Administrator in grant writing and maintaining grant files. Maintains employee files, correspondence files, and youth files. Adheres to strict confidentiality; Responsible for facility key control (ordering, inventory, and use). Oversees security cameras, intercoms, mag locks, and acts as a liaison with service providers; Assists with the reporting of detained youth to the Juvenile Detention Data Reporting System (JDDRS); compiles data, data entry and statistics for the Montana Board of Crime Control audit or as requested by the Administrator. Ensures detention hearings are held in a timely manner according to state standards. Assists with the sealing of juvenile records when they reach the age of 18. Completes file review and breakdown according to state and federal standards and destroys 28 and older files accordingly; Assists with the GPS program; set up and removal of Electronic Monitoring equipment as ordered by the Court or Probation Officer (PO). Assists staff in setting up windows for youth at PO request, putting out GPS warrants for those who violate the conditions of their court order. Objectively measures and reports youth progress on GPS to Administration and Youth Court; Train, assign, supervise and evaluate the work and activities of Shift Supervisors, Detention Officers, Teachers, Interns and Volunteers. Meets with staff as needed to address Center issues and facilitate communication; Must be able to enforce policies and procedures as written and participates in hiring, firing, and discipline; Assist with de-escalation of youth through verbal communication during critical incidents. Must be physically, mentally, and emotionally competent to care for youth, and be able to subdue uncontrollable youth using passive and physical restraints; Provide guidance to youth on appropriate social behaviors, anger management and conflict resolution; Communicate with members of the youth treatment team including the Mental Health Liaison, Recreation Coordinator, Administration, Detention Officers, Medical, youth\'s family members, probation officers, case related personnel and teachers via telephone, email or in person; Review youth files and written reports from staff to monitor youth progress and to identify and help provide appropriate intervention. Monitor and communicate behavior changes or necessary precautions of youth to staff; Assists Officers with supervision of youth and volunteers during recreation/leisure activities and programming to ensure Center policies and procedures are followed, and to remain familiar with daily operations; Conducts unannounced PREA rounds and acts as the PREA Coordinator in the Administrator\'s absence; Monitors, implements, adheres to and documents security precautions that ensure the safety of youth, staff, and the community and reports all discrepancies to the Administrator; Periodic transportation of high-risk youth to and from court, placements, and appointments; Orders and maintains supplies as needed; Assists Administration in the development, training, and follow through of Standard Operating Procedures and Policies and Procedures that comply with licensing requirements and the goals and objectives of the Center; Understand and adhere to the Cascade County Operations Manual (CCOM)Performs other duties as required or assigned.
