Summary This position is in the Strategic Planning and Knowledge Management Division, Office of Performance, Planning, and Financial Management, DCTA. The incumbent serves as the Contracting Officer Representative (COR) for contracts within the Trademark Office, and has responsibilities for planning, directing, analyzing, and implementing a variety of operational, technical, and administrative processes, including procedures, policies, and programs in support of contracting activities. Responsibilities The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy. Major Duties for this position include: You enjoy managing all aspects of contracts within the Trademark Office in order to ensure government contract compliance. You have a passion for developing and implements new and revised policies, processes, and procedures relative to daily contract support services. You are committed to monitoring and administrating financial oversight of existing contracts, including proper authorization and expenditure of capital funds. You have a desire to serve as a Special Projects Officer who conducts research, review and analysis on a variety of Trademark management programs. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management\'s (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. OPM Qualifications Standards are available at Management and Program Analysis Series -0343 Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12. Specialized experience for this position includes: Grade 13: Experience serving as an advisor related to A-76 contracts, contract regulations and processes; Experience with planning, directing, analyzing and implementing a variety of operational, technical and administrative processes, procedures, and programs in support of contracting activities. Grade 14: Experience serving as an advisor related to A-76 contracts, contract regulations and processes. Experience with planning, directing, analyzing and implementing a variety of operational, technical and administrative processes, procedures, and programs in support of contracting activities Experience with implementing new or modified legislation which impacts the contract examination processes and systems Experience as a COR, responsible for the administration, management, and oversight of the development, maintenance, and operational efficiency and effectiveness of Trademark contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education cannot be substituted at these grade levels.
