  • Summary The National Counterterrorism Center (NCTC) leads the nation\'s effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Plan, research, develop, and communicate in-depth analysis of targets, networks, and issues to key operational components and senior leaders in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI). Plan, prepare, and present written and oral briefings to operators and senior internal and external customers on significant intelligence issues; explain complex concepts to non-expert customers and tailor the product to correspond to customer needs. Develop and implement strategies and mitigation initiatives to address gaps and shortfalls in collection and analytic capabilities across the USG. Apply a full range of methodological tools and approaches to gain a comprehensive understanding of complex analytic issues and incorporate insights and findings into well-crafted, sophisticated intelligence products. Develop and implement strategies for gathering intelligence, or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs. Cultivate and maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate, and use these relationships to share information of interest; attend training courses, seminars, or conferences on substantive areas and tradecraft. Build and leverage diverse collaborative networks within the ODNI and across the IC. Develop substantial expertise and drive your account to become an acknowledged subject matter expert. Requirements Conditions of Employment Qualifications Mandatory Requirements: Ability to produce analytic targeting products and briefings on key targets, networks, and issues for operators, collectors, and policymakers at the highest levels of government. Ability to use link analysis tools and demonstrated ability to incorporate methodological tools and approaches to research, analyze, and present data (modeling, SATs, social network analysis, etc.). Analytic and critical thinking skills, including ability to think strategically. 4-year degree or equivalent military experience in an applicable focus area. This individual will lead a team of contract support responsible for advanced data analysis of terrorist identities information. Develop an understanding of and utilize a variety of methodological tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs), including as appropriate, social networking and other \"new\" media; incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Identify, gather, and extract Identity Intelligence information and perform relational tracing to determine relationships, patterns, trends, indicators and warnings that address intelligence gaps.
