DefinitionUnder general direction, to perform a variety of accounting, fiscal analysis, and assist in auditing, preparation, maintenance, and analysis of agency fiscal records and financial transactions; to prepare and maintain a variety of complex financial statements and reports; to oversee and coordinate an assigned area such as billing and revenue collection; and to do related work as required.Distinguishing CharacteristicsThis is an experienced working level in the professional Accountant class series.i Incumbents perform a variety of accounting and auditing work requiring substantial knowledge and background.ii This class is distinguished from Accountant I by performing a broader scope of fiscal management and analysis work.Reports ToChief Financial Officer, Controller or designee.Classifications SupervisedThis is not a supervisory classification; may work in a lead advisory capacity to provide guidance, motivation, coaching, problem solving and training to volunteers, interns and other staff as assigned. Examples of Important and Essential Job Duties (The following is used as a partial description and is not restrictive as to duties required.)Coordinates and performs the day-to-day financial functions of the Agency including but not limited to payroll, benefits, and general accounting.Prepares, maintains, and updates a variety of payroll information and records, including balancing and submitting benefits, deductions, garnishments, and retirement plan records every payroll;Ensures that payroll data and reporting is in compliance with Federal, State, and local rules and regulations;Prepares payroll accounting reports, transfers, journal entries, refunds, deposits, and retirement system submissions;Performs complex financial analysis work; Maintains a variety of ledgers and journals; including gathering and preparing entries for end-of-month financial reports;Researches, analyzes and reports to various funding sources as required under fund contracts; Assists in the preparation of information for audits, including all retirement plan audit preparation;Assists with development and implementation of cost tracking systems, including maintaining information for grant mandated expenditure tracking; Provides other agency staff with a variety of information regarding fiscal processes and procedures; Keeps abreast of legislative changes and legal issues involving Agency financial operations; Typical Physical RequirementsSit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; close vision required over extended periods of time to read and proof complex financial reports; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.Typical Working Conditions Work is performed in an office environment; continuous contact with other staff, clients and general public.i Minimum Qualificationsii Knowledge of:General accounting theory, principles, and practices according to GAAP.California labor laws, payroll processing, reporting, and tax requirements Not-for-profit cost accounting and budgeting.Office of Management and Budget (OMB) Uniform GuidanceAuditing theory, principles, and techniques and their application to not-for-profit finance.Microsoft Office Applications; advanced Microsoft Excel knowledge desired.Ability to:Perform a variety of accounting and financial transaction work.Work with and utilize the Agencyis computerized financial management systems in performing a variety of fiscal work.Proficiently use Microsoft Office Applications.Analyze and evaluate financial information, researching and gathering appropriate information to resolve problems.Monitor and update fiscal records.Prepare a variety of financial reports and statements.Gather, organize, analyze, and present a variety of information.Make mathematical calculations quickly and accura
